ELECTRICITY PURCHASE ANNOUNCEMENT
ADMINISTRATIVE AND FINANCIAL AFFAIRS DEPARTMENT, MALATYA TURGUT ÖZAL UNIVERSITY, HIGHER EDUCATION INSTITUTIONS
The purchase of electricity from the free market will be tendered by open tender procedure according to Article 19 of the Public Procurement Law No. 4734, and bids will only be accepted electronically via EKAP. Detailed information about the tender is provided below:

3,950,000 kWh Single-Term Single-Time Commercial Medium Voltage (MV), 200,000 kWh Single-Term Single-Time Commercial Low Voltage (LV), and 10,000 kWh Single-Term Single-Time Agricultural Irrigation LV.

c) Place of delivery: Buildings of Vocational Schools located at Malatya Turgut Özal University central campus and affiliated districts as per subscriber information in the specifications.
d) Delivery period: From 01.01.2025 to 31.12.2025

4- Participation requirements and requested documents, and criteria for qualification evaluation:
4.1. To participate in the tender, bidders must submit the required documents, qualification criteria, and non-price elements as part of their electronic bids.
4.1.1.3. Information regarding mandatory licenses, permits, or activity certificates related to the subject matter of the tender as per relevant legislation:
Bidders must possess and submit one of the following licenses in their bid file: production license, Organized Industrial Zone (OSB) production license, transmission license, market operation license, distribution license, OSB distribution license, supply license, or other licenses issued within the scope of legislation.
4.1.2. Information proving the authority to submit a bid;
4.1.2.1. For legal entities, information regarding management officials, partners and their shares (excluding publicly offered shares), members, and founders will be obtained by the contracting authority via EKAP.
4.1.3. Bid letter in the form and content specified in the administrative specifications.
4.1.4. Information on provisional guarantees as specified in the administrative specifications.
4.1.5. The entire or part of the procurement cannot be subcontracted.
4.1.6. If the document showing the work experience is submitted by a legal entity’s partner holding more than half of the shares, a document issued by the Union of Chambers and Commodity Exchanges of Turkey or a sworn financial advisor, certified public accountant, or notary proving uninterrupted possession of this condition for the last one year (backward from the date of issuance) must be included.
4.2. No specific economic and financial adequacy criteria have been determined by the contracting authority.
4.3. Information regarding professional and technical qualifications:
4.3.1. Information on work experience documents:
Documents demonstrating work experience related to similar works or technological product experience, completed with final acceptance within the last five years, covering at least 20% of the bid price.
4.4. Jobs considered as similar works:
4.4.1. Licensed electricity sellers with Electricity Sales Licenses, involved in electricity production, wholesale, retail sales, transmission, and distribution to public or private sectors domestically or abroad will be accepted as similar work.
5- The most economically advantageous offer will be determined solely based on price.
6- The tender is open to all domestic and foreign bidders.
7- Tender documents can be viewed free of charge via EKAP. However, bidders must download the documents using e-signature from EKAP to submit a bid.
8- Bids must be prepared electronically via EKAP, signed with e-signature, and sent with an electronic key before the tender date and time.
9- Bidders will submit unit prices for each item based on the quantity and total price calculated by multiplying the quantity and unit price. A unit price contract will be signed with the successful bidder.
10- Bids must cover the entire scope of the tender.
11- Bidders must provide a provisional guarantee of at least 3% of their bid amount.
12- No electronic discounting (reverse auction) will be applied in this tender.
13- Bid validity period is 60 calendar days from the tender date.
14- Consortium bids are not allowed.
15- Other notes:
Bidders whose bid prices are deemed abnormally low by the tender commission will be requested to provide explanations in accordance with Article 38 of the Public Procurement Law.
