The Department of Administrative and Financial Affairs is responsible for ensuring the uninterrupted, orderly, and efficient functioning of all academic and administrative units of our university. The department provides services in the following key areas:

1. Budget and Financial Operations

• Preparation, monitoring, and implementation of the university’s budget

• Execution of payroll, personnel, and accrual transactions

• Processing of travel expenses, overtime payments, and other financial entitlements

• Timely payment of invoices and financial obligations of the institution

2. Procurement and Tendering Services

• Management of procurement and tender processes for goods and services

• Execution of direct procurement and request-for-quotation procedures

• Preparation of technical and administrative specifications

• Contract management and supervision of suppliers

3. Movable and Immovable Property Management

• Recording and tracking of all movable assets

• Monitoring of consumable and fixed asset materials

• Execution of scrap, transfer, and disposal procedures

• Warehouse management and coordination of material distribution

4. Support Services

• Campus-wide cleaning, landscaping, and maintenance operations

• Institutional support such as internal transport, window cleaning, disinfection, and snow removal

• Supervision of personnel and student transportation services

• Management of vehicle maintenance, repair, insurance, and fuel supply

• Coordination of institutional telephone communications

5. Transportation and Vehicle Management

• Assignment and documentation of official vehicles

• Monitoring of vehicle rental and personnel transportation services

• Oversight of vehicle inspections, insurance, and technical operations

6. Civil Defense and Emergency Management

• Preparation and updating of civil defense and mobilization plans

• Planning and execution of disaster and emergency drills

• Conducting training on fire safety, first aid, and CBRN (Chemical, Biological, Radiological, Nuclear) threats

• Supervision of shelter areas and siren systems
